Proutist Sarva Samaja (PSS) is a socio-economic and cultural initiative inspired by the Progressive Utilization Theory (PROUT), a socio-economic philosophy developed by Shrii Prabhat Ranjan Sarkar.
What is Proutist Sarva Samaja (PSS)?
PSS is an organizational framework designed to unite various communities (samajas) across India and the world based on common socio-cultural and economic factors, such as geography, language, heritage, and economic interdependence. The aim is to empower local communities and ensure decentralized economic planning, self-reliance, and cultural resurgence.
Key Principles of PSS:
- Based on PROUT ideology – ensuring balanced, decentralized development and economic democracy.
- Formation of Samajas (societal units) – such as Braj Samaj, Sahyadri Samaj, Mithila Samaj, etc., based on common socio-economic and cultural characteristics.
- Promotion of local leadership, culture, and resources – to build a self-sustaining economy.
- Creation of a federated structure – each Samaj has its own committee and local programs, and together they form the larger umbrella of PSS.
- Awareness through education, cultural activities, and seminars – spreading the Proutist vision.
Objectives:
To establish economic self-sufficiency for every region.
To preserve and promote local culture and heritage.
To implement participatory governance and planning at the grassroots level.
To offer Prout-based alternatives to current socio-economic issues.
PSS is not a political party, but a socio-economic movement working toward systemic transformation based on Proutist values.

Since 2018, I have served as Secretary of the Pragatishil Braj Samaj (PSS), actively working toward its registration as a political party. Despite delays due to COVID-19, I conducted regular Prout-based Zoom discussions, now available on YouTube. I played a key role in structuring the Sahyadri Samaj, forming committees in major Maharashtra districts and organizing regular meetings and a three-day Prout symposium in Pune. I have delivered lectures in colleges around Kasganj and dedicated land and a building for PSS use. I’ve authored 84 Prout-centric articles, 120 poems, and comprehensive documents outlining Braj and Sahyadri Samaj’s socio-economic frameworks.
Work Plan for next three years
There are 12 quarters in the three year terms of PSS. The plan for the first four quarters are made out and for the subsequent quarters shall be in the same line depending upon the outcome of the previous quarters.
Quarter one: Strengthening PSS Structure and Strategy
A central PSS committee will be established, along with Samaj, district, and block-level bodies. Strategic planning and collaboration with PU will be formalized, including their yearly commitment. Past activities will be reviewed to identify successes, failures, and corrective measures to enhance future effectiveness and organizational growth.
Quarter two: Strengthening Infrastructure and Electoral Preparedness of PSS
Efforts will be undertaken to build robust infrastructure for PSS, including a focused membership drive with defined targets for each Samaj and committee member. Active members will be identified and mobilized. Preparations will begin for the upcoming Bihar Assembly elections, including candidate selection and strategic discussions on contesting independently or forming temporary alliances without compromising Prout ideology. The aim is to achieve short-term goals while strengthening Samaj foundations. Resources and cadres will be mobilized for full-scale election participation in Bihar.
Quarter three and Four: Strategic Planning and Organizational Activities of PSS
Each Samaj will prepare a detailed district-wise documents covering geology, demography, culture, challenges, and opportunities to shape localized strategies. Regular processions, rallies, and meetings will be conducted at Samaj, district, and block levels quarterly. Quarterly review meetings with multiple Samajas and central PSS leadership will ensure planning and issue resolution. Office spaces will be secured at all levels, and coordination meetings with PU and the PSS central committee will be held. Additionally, seven communiqués were shared with PSS voters outlining future direction and vision, which one may find at Navacetana Readers club.
Commitment to Structured Leadership and Accountability in PSS
The success of the plan relies heavily on PU’s cooperation, as they control key cadres and resources. I will ensure all processes are formalized through written, rule-based communication, and expect the same from PU to build a strong institutional foundation. If quarterly outcomes are unsatisfactory, I will step down as Chairman. I commit 15–20 days monthly to actively strengthen Bihar, Odisha, and Chhattisgarh Samajas—developing leadership and focusing on robust, localized organizational growth.

(In the context of chairman election 2025)
If I am elected chairman of PSS, my only task is to fulfill Baba’s resolution.
(1) A development committee of 21 members will be formed in each society by combining 11 Proutists + 5 economists + 5 ground experts. They will prepare a blueprint for the socio-economic development of their respective societies, on the basis of which each society will be established as a self-reliant unit by presenting it as a strong socio-economic unit.
(2) In each society, an intellectual council of 17 members will be formed by including 9 Proutists + 4 local linguists + 4 culture experts, who will prepare a path by doing research on the history and culture of that place, on the basis of which their language, culture and society can be established in self-respect.
(3) In each society, a team of 13 members will be formed by including 7 senior Proutists + 3 social reformers + 3 social workers, who will awaken the new humanism in that area and work towards building a united and indivisible human society.
(4) In each society, a devotee group of 9 members will be formed by including 5 Proutists + 2 spiritual saints + 2 ideal householders, who will spread the message of sadhna, seva and sacrifice in the society.
(5) In every society, a Maha Mandal of 5 members will be formed by combining 3 Sadvipra + 1 senior most Proutist + 1 top class man, who will form the Sadvipra leadership and will devote their lives to the prestige of Sadvipra society in their society.
(6) A Prout Club will be established in every Bhukti. Which will spread the ideals of Prout among students, youth, intellectuals, farmers, laborers in the context of Prout.
(7) A Prout Center will be opened in every sub-Bhukti, which will portray the minimum needs of the citizens there and play a constructive role in fulfilling it.

- Some great man said, “If the pendulum swings, it is not shown anywhere, if a human sets a similar target and vision, he achieves nothing!”
- Baba has also given reporting, RDS, target TP i.e. tour program, LFT, LPT, short term bond SKB, PKB bonded bond, due to which either it was not started in PSS or a mistake was made later! If you have made me the President, then I will again establish these cadres given by Baba
- Perhaps one reason could also be that we were working without setting a target.
- Solution: Mention in your notification the target is the following target: Proutist Government of India, Mission 2034
- When the target is set then our thinking also emerges in that direction and it does not seem that we risk our life or just charity at the same time.
- A group of followers of our society fell and they went back to their home, this society suffered.
- Including only language in sociology was not the beginning in my understanding.
- Including the “External commodity book movement” which we started, the way two swords can stay in a sheath, in India the same type of remains and PR cannot stay together after T, the external commodity exchange movement can be abandoned and the external commodity book movement cannot be ended and the architecture movement, a stove in a village is considered a stock exchange (also a stock exchange movement). (Should be) District, Block, Panchayat level, Village level planning boards should be formed without which technological economy cannot be brought about.
- The document of the society could not include the “Caste Marriage Exclusion Movement”, due to which the work of eliminating casteism from its roots was done, the slogan of “Jaat Pat Ki Karo Vidaai” given by Baba, we did not move forward in that direction.
- If you have made us the president then I will enter a society of “Caste Marriage Exclusion Movement” and protest against the person who marries within the caste, which includes starting dharna demonstrations, fasting at their house, because Baba had said that when you fight in the field, you will do it aggressively, this will lead to victory and if you fight in the posture then there is a possibility of defeat.
- The manifesto issued by PSS says that we will promise the public that when our government goes, all those who do inter-caste marriages, deletions, and inclusions will be caught by a 10-year strong alliance, 5% renewal will be given to those who do inter-caste marriages and 1% increase will be given to those who do it.
- Maximum Utilization Movement (MUM) “Maximum Utilization Movement” has also been made an example of social creation and through this, by the village unit, we will collect money by making maximum use of vegetable banks, or unused lands, roofs of houses in cities, etc. and will also supply the necessary unavailable account.
- “Hindu Muslim Marriage Movement” – The alleged long-standing quarrels of both the religious India have been ended.
- When you gave us the opportunity to become the President, we will give great importance to the movement of only one stove one chukka in a village because this will fulfill the goal of Sangachchhadvam Samvadvam.
- Women should be freed from the work of cooking food forever and they will affect other work available in the society.
- Man-made surveys will be used to the maximum, no one will remain hungry, efforts will also be made to ensure Sarve Bhavantu Sukhinah Santu Niraamaya.

Future Plans of PSS for next 3 years .
- Formation of Central Committees of uncovered 22 Samajas to complete all 44 Samajas.
- Formation of below level committees like district and block committees of covered Samajas.
- Start Quarterly news letter of PSS.
- Shifting PSS central office from Eta to Delhi.
- Creation of Cadres, office, structure phase – wise.
- Start Regular Prout training camp (PTC), Cadres training camp (CTC), Leader training camp (LTC) programs in all Samajas.
- Start Membership Campaigns for all Samajas.
- Start Movement programs based on local, state and national issue by all Samajas.
- Creation of LG in all Samajas.

I am the organizer of the first diocese level seminar in Mungeli, Chhattisgarh, which is being held on 11, 12 and 13 July 25. Hence, I am very busy till 15 July 25.

अगले तीन वर्षों की कार्य योजना
पीएसएस के तीन वर्षीय कार्यकाल में 12 तिमाही होती हैं। पहली चार तिमाहियों की योजना बनाई गई है और पिछली तिमाहियों के परिणामों के आधार पर आगे की तिमाहियों के लिए भी यही योजना बनाई जाएगी।
पहली तिमाही: पीएसएस संरचना और रणनीति को मज़बूत करना
समाज, ज़िला और ब्लॉक-स्तरीय निकायों के साथ एक केंद्रीय पीएसएस समिति का गठन किया जाएगा। पीयू के साथ रणनीतिक योजना और सहयोग को औपचारिक रूप दिया जाएगा, जिसमें उनकी वार्षिक प्रतिबद्धता भी शामिल होगी। भविष्य की प्रभावशीलता और संगठनात्मक विकास को बढ़ाने के लिए सफलताओं, असफलताओं और सुधारात्मक उपायों की पहचान करने हेतु पिछली गतिविधियों की समीक्षा की जाएगी।
दूसरी तिमाही: पीएसएस के बुनियादी ढाँचे और चुनावी तैयारी को मज़बूत करना
पीएसएस के लिए मज़बूत बुनियादी ढाँचा बनाने के प्रयास किए जाएँगे, जिसमें प्रत्येक समाज और समिति सदस्य के लिए निर्धारित लक्ष्यों के साथ एक केंद्रित सदस्यता अभियान शामिल होगा। सक्रिय सदस्यों की पहचान की जाएगी और उन्हें संगठित किया जाएगा। आगामी बिहार विधानसभा चुनावों की तैयारियाँ शुरू होंगी, जिसमें उम्मीदवारों का चयन और प्रउत विचारधारा से समझौता किए बिना स्वतंत्र रूप से चुनाव लड़ने या अस्थायी गठबंधन बनाने पर रणनीतिक चर्चा शामिल होगी। इसका उद्देश्य समाज की नींव को मज़बूत करते हुए अल्पकालिक लक्ष्यों को प्राप्त करना है। बिहार में व्यापक चुनावी भागीदारी के लिए संसाधन और कार्यकर्ता जुटाए जाएँगे।
तीसरी और चौथी तिमाही: पीएसएस की रणनीतिक योजना और संगठनात्मक गतिविधियाँ
प्रत्येक समाज स्थानीय रणनीतियों को आकार देने के लिए भूविज्ञान, जनसांख्यिकी, संस्कृति, चुनौतियों और अवसरों को शामिल करते हुए विस्तृत ज़िलावार दस्तावेज़ तैयार करेगा। समाज, ज़िला और ब्लॉक स्तर पर तिमाही आधार पर नियमित जुलूस, रैलियाँ और बैठकें आयोजित की जाएँगी। विभिन्न समाजों और केंद्रीय पीएसएस नेतृत्व के साथ तिमाही समीक्षा बैठकें योजना और समस्या समाधान सुनिश्चित करेंगी। सभी स्तरों पर कार्यालय स्थान सुरक्षित किए जाएँगे और पीयू और पीएसएस केंद्रीय समिति के साथ समन्वय बैठकें आयोजित की जाएँगी। इसके अतिरिक्त, पीएसएस मतदाताओं के साथ भविष्य की दिशा और दृष्टिकोण को रेखांकित करते हुए सात विज्ञप्तियाँ साझा की गईं, जिन्हें नवचेतना रीडर्स क्लब में देखा जा सकता है।
पीएसएस में संरचित नेतृत्व और जवाबदेही के प्रति प्रतिबद्धता
योजना की सफलता पीयू के सहयोग पर बहुत अधिक निर्भर करती है, क्योंकि वे प्रमुख कार्यकर्ताओं और संसाधनों को नियंत्रित करते हैं। मैं यह सुनिश्चित करूँगा कि सभी प्रक्रियाएँ लिखित, नियम-आधारित संचार के माध्यम से औपचारिक रूप से लागू हों, और एक मज़बूत संस्थागत आधार बनाने के लिए पीयू से भी यही अपेक्षा करता हूँ। यदि तिमाही परिणाम असंतोषजनक रहे, तो मैं अध्यक्ष पद से इस्तीफा दे दूँगा। मैं बिहार, ओडिशा और छत्तीसगढ़ समाजों को सक्रिय रूप से मज़बूत करने के लिए हर महीने 15-20 दिन समर्पित करूँगा—नेतृत्व विकसित करूँगा और मज़बूत, स्थानीय संगठनात्मक विकास पर ध्यान केंद्रित करूँगा।

(चैयरमैन चुनाव 2025 के संदर्भ में)
सभी सम्मानीय सदस्यों एवं PSS चैयरमेन चुनाव 2025 के मतदाताओं!
मेरा नमस्कार
मैं PSS का चैयरमैंन चुना जाता हूँ तो मेरा एक मात्र कार्य बाबा का संकल्प पुरा करना है।
(१) प्रत्येक समाज में 11 ‘प्राउटिस्ट + 5 अर्थशास्त्री+ 5 धरातल विशेषज्ञ को मिलाकर एक 21 सदस्य विकास समिति बनाई जाएगी। यह अपने अपने समाज का सामाजिक आर्थिक विकास का एक ब्लूप्रिंट तैयार करेंगे, जिसकी आधार पर प्रत्येक समाज को एक सशक्त सामाजिक आर्थिक इकाई के रूप में प्रस्तुत करते हुए आत्मनिर्भर इकाई के रूप में स्थापित किया जाएगा।
(२) प्रत्येक समाज में 9 ‘प्राउटिस्ट + 4 स्थानीय भाषाविद् + 4 संस्कृति विशेषज्ञों को मिलाकर 17 सदस्यों की एक बौद्धिक परिषद का गठन किया जाएगा, जो वहाँ के इतिहास, संस्कृति पर अनुसंधान कर एक पाथेय तैयार करेंगे, जिसके आधार उनकी भाषा, संस्कृति एवं समाज को आत्म स्वाभिमान में प्रतिष्ठित किया जा सकेगा।
(३) प्रत्येक समाज में 7 वरिष्ठ प्राउटिस्ट) + 3 समाज सुधारक + 3 समाज सेवी को मिलाकर 13 सदस्यों की एक गोष्ठी बनाई जाएगी, जो उस क्षेत्र में नव्य मानवतावाद का जागरण कर एक, अखंड एवं अविभाज्य मानव समाज निर्माण की दिशा में काम करेंगी।
(४) प्रत्येक समाज में 5 ‘प्राउटिस्ट + 2 आध्यात्मिक संत + 2 आदर्श गृही को मिलाकर 9 सदस्यों की भक्त मंडली तैयार की जाएगी, जो समाज में साधना, सेवा एवं त्याग का वातावरण तैयार करेंगी।
(५) प्रत्येक समाज में 3 सदविप्र + 1 वरिष्ठतम प्राउटिस्ट + 1 उत्तम श्रेणी के पुरुष को मिलाकर 5 सदस्यों का एक महामंडल बनाया जाएगा, जो सद्विप्र नेतृत्व का निर्माण कर अपने अपने समाज में सद्विप्र समाज की प्रतिष्ठा में जीवन समर्पित कर देंगे।
(६) प्रत्येक भुक्ति में प्रउत क्लब की स्थापना की जाएगी। जो प्रउत के संदर्भ विद्यार्थियों, युवाओं, बुद्धिजीवियों, किसानों, मजदूरों में प्रउत के आदर्श का संचार करेंगे।
(७) प्रत्येक उपभुक्ति में प्रउत केन्द्र खोला जाएगा, जो वहाँ के नागरिकों की न्यूनतम आवश्यक चित्रित कर उस पूर्ण करने हेतु रचनात्मक भूमिका का निर्वहन करेंगी।

- किसी महापुरुष ने कहा “पेंडुलम हिलता तो है पर पहुंचता कहीं नहीं, उसी प्रकार लक्ष्य विहीन मानव करता तो है पर पाता कुछ भी नहीं !”
- बाबा ने भी Reporting, RDS,Target TP अर्थात Tour Programe,LFT,LPT, स्वल्प कालिक बंधु SKB,PKB पूर्णकालिक बंधु दिए जिसे किसी कारण वश PSS में या तो चालू ही नही हुआ या बाद मे भूल गए! यदि आपने हमें अध्यक्ष बनाए तो मैं फिर से बाबा द्वारा प्रदत्त इन कैडर को स्थापित करूंगा
- शायद एक कारण यह भी हो सकता है कि हमने बिना लक्ष्य निर्धारित किए काम की थी!
- समाधान: हमने अपने योजनाओं में लक्ष्य निम्न लक्ष्य निर्धारित किया है: Proutist Government of India, Mission 2034
- जब लक्ष्य निर्धारित किया जाता है तो उस दिशा में हमारी सोच भी बनती है और कार्यकर्ताओं को ऐसा नही लगता कि हम अपने जीवन को या थोड़े ही समय को दान देकर गलती कर दी है ।
- हमारे कार्यकर्ताओं, सहानुभूति रखने वालों का मनोबल गिरा और वे अपने घर वापस लौट गए इससे समाज आन्दोलन को नुकसान पहुचा !
- समाज आन्दोलन में सिर्फ भाषा को शामिल करना मेरे समझ से प्रयाप्त नही था
- उसमें “बाहरी वस्तु बहिष्कार आंदोलन” भी चलाना चाहिए था जिससे पूंजीवादी अर्थव्यवस्था के पतन की शुरुआत होती ऐसा नही हुआ जिसे हम शुरू करेंगे, जिस तरह एक म्यान में दो तलवार नही रह सकती उसी प्रकार भारत में पूंजीवाद और प्र उ त बाद एक साथ मिलकर नही रह सकता, पूंजीवादी अर्थव्यवस्था को हटाए बिना हम अपने प्रत्याशियों को नही जीता सकते और बाहरी वस्तु बहिष्कार आंदोलन चलाए बिना पूंजीवादी अर्थव्यवस्था को नही समाप्त किया जा सकता और सहकारिता आंदोलन चलाए बिना, एक गांव में एक चूल्हा एक चौका आंदोलन चलाए बिना (यह भी एक सहकारिता आंदोलन ही माना जाना चाहिए) जिला,ब्लॉक, पंचायत Level,Village Level Planning Board बनाए बिना प्रउतवादी अर्थव्यवस्था को नही लाया जा सकता।
- समाज आन्दोलन में “जातीय विवाह बहिष्कार आंदोलन” को शामिल नही किया जा सका , जिसके कारण जातिवाद को जड़ मूल से समाप्त करने का काम जो “जात पात की करो विदाई” का नारा बाबा ने दिया हम उस दिशा में आगे नही बढ़ पाए।
- यदि आपने हमें अध्यक्ष बनाए तो मैं “जातीय विवाह बहिष्कार आंदोलन” का एक समाज आन्दोलन में प्रकोष्ठ बनाऊंगा और जाति में शादी करने वाले के विरोध में ज्ञापन सौंपा जाना उनके घर धरना प्रदर्शन, अनशन शुरू करेंगे क्योंकि बाबा ने शायद कहा था कि जब तुम युद्ध के मैदान में जाओगे तो आक्रामक हो कर युद्ध करोगे इससे जीत की संभावना प्रबल होती है और बचाव की मुद्रा में युद्ध करोगे तो हार की संभावना प्रबल होती है।
- PSS की चुनावी घोषणा पत्र बनाएंगे तो जनता से हम वादा करेंगे कि जब हमारी सरकार बनेगी तो जातीय विवाह करने वाले, कराने वाले, और उसमें शामिल होने वाले सभी को 10 वर्ष के सश्रम कारावास से दंडित करेंगे, अंतर्जातीय विवाह करने वालों को 5% आरक्षण देंगे जो प्रतिवर्ष 1% बढ़ता जाएगा।
- Maximum Utilization Movement (MUM) “अधिकतम उपयोग आंदोलन “को भी समाज आन्दोलन का एक प्रकोष्ठ बनाऊंगा और इसके माध्यम से ग्राम इकाई द्वारा शड़क किनारे, या अनुपयोगी जमीनों, शहरों के घरों की छतों आदि का अधिकतम उपयोग कर हम धन संग्रह करेंगे और आवश्यक अनुपलब्ध सामानों की आपूर्ति भी करेंगे।
- “हिंदू मुस्लिम विवाह आंदोलन ” – तथाकथित दोनों धर्मावलंबी भारत में लंबे समय से लड़ते झगड़ते आए हैं और इस तरह के झगड़ों को समाप्त करने भगवान शिव ने जिस प्रकार आर्य, मंगोल और द्रविड़ का झगड़ा तीनों ही वर्ग में तीन विवाह कर मिटा दिए ठीक उसी प्रकार हम भी इस तरह से इन झगड़ों को समाप्त कर देंगे
- जब आपने हमें अध्यक्ष बनने का मौका दिया तो हम एक गांव में सिर्फ एक चूल्हा एक ही चौका आंदोलन का महत्व रेखांकित करेंगे क्योंकि इससे संगच्छद्धवं संवद्ध्वम का लक्ष्य पूरा होगा ।
- महिलाएं भोजन बनाने के कार्य से सदा सदा के लिए मुक्त हो जाएंगी और वे समाज में उपलब्ध अन्य कार्यों को करेंगी।
- मानव संसाधनों का अधिकतम उपयोग होगा, कोई भूखा नहीं रह सकेगा, सर्वे भवन्तु सुखीनाः सर्वे संतु निरामया का भी प्रयास होगा ।

- भारतवर्ष के सभी 44 समाजों में से छुटे हुए 22 समाजों की केंद्रीय समितियों का गठन।
- जिन समाजों की केन्द्रीय समितियां हैं, उनकी जिला और ब्लॉक समितियों जैसी निचले स्तर की समितियों का गठन करना।
- पीएसएस का त्रैमासिक समाचार पत्र शुरू करना।
- पीएसएस का केंद्रीय कार्यालय एटा से दिल्ली स्थानांतरित करना।
- चरणबद्ध तरीके से कैडर, कार्यालय, संरचना का निर्माण करना।
- सभी समाजों में नियमित प्राउट प्रशिक्षण शिविर (पीटीसी), कैडर प्रशिक्षण शिविर (सीटीसी), नेता प्रशिक्षण शिविर (एलटीसी) कार्यक्रम शुरू करना।
- सभी समाजों के लिए सदस्यता अभियान शुरू करना।
- सभी समाजों द्वारा स्थानीय, राज्य और राष्ट्रीय मुद्दों पर आधारित आन्दोलन कार्यक्रम शुरू करना।
- सभी समाजों में एलजी (LG-Local Guide) का निर्माण करना ।
- सभी समाजों द्वारा निधि जुटाने का कार्यक्रम प्रारम्भ करना।
- एक वर्ष बाद 44 समाजों के 10000 कार्यकर्ताओं की विशाल रैली का आयोजन करना।
प्रथम डायोसिस स्तरीय सेमिनार मुंगेली छत्तीसगढ़ , जो कि 11, 12 व 13 जुलाई 25 को है, का आर्गेनाइजर मैं हूँ। अतः 15 जुलाई 25 तक अधिक व्यस्तता है।
इसलिए भावी कार्य योजना की विशेष चर्चा सेमिनार होने के बाद ही हो पाएगी।
